Willow Bend Community Rules

These Rules are adopted by the Board of Directors under the Master Declaration and Restated Bylaws. They apply to Owners, residents, tenants, and guests. Capitalized terms have the meanings in the Declaration. Questions: Susan Collins, Westgate Property Management, 208-555-0142, manager@willowbendhoa.org.

1. Pool and Spa

• Season: Typically Memorial Day weekend through September 30, weather permitting. Exact open/close dates are posted at the clubhouse and on the Owner portal.
• Hours (in season): Pool 7:00 a.m. – 9:00 p.m. daily; spa 7:00 a.m. – 10:00 p.m. No entry outside posted hours.
• Access: Fob or credential required. Replacement fobs: $75 through the management office. Do not prop gates.
• Safety: No lifeguard on duty — swim at your own risk. Children under fourteen (14) must be accompanied by a responsible adult. No glass in the pool enclosure. No diving in shallow areas. Maximum occupancy as posted.
• Guests: Up to four (4) guests per Lot at a time unless a reserved clubhouse event provides otherwise. Owners are responsible for guest conduct.
• Winter: Pool is winterized after season close; spa may operate on a limited timer as posted. Trespass during winterization is prohibited.

2. Quiet Hours

• Quiet hours are 10:00 p.m. to 7:00 a.m. Sunday through Thursday, and 11:00 p.m. to 8:00 a.m. Friday and Saturday.
• During quiet hours, noise shall not unreasonably disturb neighbors — including amplified music, power tools, and party noise on Lots or Association Property.
• Necessary emergency repairs are excepted. Routine construction on Lots should observe City of Meridian allowable hours and these quiet hours.

3. Trash and Recycling

• Collection day: Thursday (or the City-observed holiday make-up day if announced).
• Receptacles may be placed at the curb after 6:00 p.m. the evening before collection and must be removed from street view by 8:00 p.m. on collection day.
• Store carts in garage, side yard behind screening, or rear yard — not on the driveway or in front of the house between collection days.
• Bulk-item and contractor debris are the Owner’s responsibility; do not place on Association Property or in common dumpsters (none are provided for household use).

4. Parking and Vehicles

• Park in garages and driveways. Street parking is for short-term guest use and shall not impede mail kiosks, fire hydrants, or driveway sight lines.
• No overnight street parking of commercial vehicles, RVs, boats, trailers, or inoperable vehicles. RVs and trailers may be loaded/unloaded for up to forty-eight (48) hours with courtesy to neighbors.
• Do not park on landscape, sidewalks, or within the willow-corridor park.
• Clubhouse lot is for amenity users during open hours; no storage parking.

5. Fireworks and Open Flame

• Consumer fireworks that leave the ground or explode (aerials, rockets, mortars, firecrackers) are prohibited on Lots and Association Property.
• Handheld sparklers may be used on an Owner’s Lot only if legal under City/County rules, fully extinguished, and not used on Association Property or near dry grasses.
• Charcoal and gas grills are permitted on Lots when used safely; no open burn barrels. Clubhouse/pool rules may restrict grilling to designated areas.

6. Pickleball Courts

• Hours: 7:00 a.m. – 9:00 p.m. daily. Play outside these hours is prohibited.
• Courts are first-come, first-served unless a Board-approved reservation system is in effect. Limit play to one (1) hour if others are waiting.
• Non-marking court shoes only. No bicycles, skateboards, pets, or food on court surfaces.
• Guests must be accompanied by an Owner/resident. Instructors offering paid lessons on Association courts need prior written Board approval.

7. Bowling Alley

• Hours: 10:00 a.m. – 9:00 p.m. daily. The two-lane house alley is in the clubhouse lower level.
• Lanes are reserved through the Owner portal. Limit play to one (1) hour if others are waiting.
• House balls and rental shoes are provided. Soft-soled bowling shoes only on the approaches. No food or drink on the approaches or lanes.
• Guests must be accompanied by an Owner/resident. Children under twelve (12) must be with an adult. Same fob as the clubhouse, pool, and courts.

8. Playground, Linear Park, and Mail Kiosks

• Playground: dawn to dusk; age-appropriate use; no glass; pets off equipment.
• Twelve-acre willow-corridor linear park: pedestrian and bicycle use on designated paths; dogs leashed; pack out waste; no motorized vehicles except maintenance.
• Mail kiosks: do not leave trash, flyers, or bulk packages that block access. Report damage to management.

9. Pets

• Dogs shall be leashed on Association Property. Clean up waste immediately.
• Chronic barking or aggressive behavior may be treated as a nuisance under the Declaration.

10. Clubhouse

• Private rentals require a reservation agreement, deposit, and proof of insurance if required by the Board schedule. Occupancy and end-time limits apply.
• No smoking or vaping in the clubhouse or pool enclosure.

11. Enforcement

Violations may result in warnings, fines per the Board’s published enforcement schedule, suspension of amenity privileges after notice and opportunity to be heard, and other remedies under the Declaration. Repeat violations may incur escalating fines. Report concerns to manager@willowbendhoa.org or 208-555-0142.
