Willow Bend Homeowners Association, Inc. presents the following statements for the 2026 Board election. Ballots are due 30 December 2026. One vote per Lot; cumulative voting is permitted. Continuing Directors not on this ballot: Priya Shah (President) and Marcus Hale (Vice President).

Ellen Marsh · Lot 118 · Incumbent Treasurer

I have served as Treasurer since 2023 and ask for another term. I am a CPA with a Treasure Valley firm and have lived at Willow Bend since 2014. My priorities are straightforward: finish the reserve-study update due 11 December 2026, keep quarterly dues at $285 if the numbers support it, and avoid a special assessment this cycle. On the landscape contract, I will vote for scope, insurance, and performance history—not price alone. Greenbench, Tenmile Turf, and Calder & Sons should all be scored the same way, in public, with the numbers posted.

I will continue monthly reconciliation with Westgate, clear quarterly summaries for Owners, and careful tracking of the operating account, the $890,400 capital reserve, and ACC deposits. Thank you for the chance to keep the books boring—in the best sense.

Dan Okafor · Lot 204 · Incumbent Secretary

I teach at Boise State and have lived in Phase 3 since 2018. I organized Owner outreach for the 2025 playground resurfacing and have tried to make minutes and notices readable. I am running to continue that work: quarterly financials in plain language on the portal, and a meeting schedule that reflects what Owners actually said in the meeting-time survey (61% of Lots in as of mid-November; closes 4 December). If Saturday morning wins, we should try it for 2027.

I also care about the willow-corridor park and quiet hours near the pickleball courts. Amenities work when rules are clear and evenly applied. I will support ACC consistency on shou sugi ban street character without turning every stain sample into a fight.

Sue Lindqvist · Lot 17 · Incumbent Director

I have been a Phase 1 Owner since 2007 and have served two prior terms on the Board. I am running on three items: pool season hours that match how families use the clubhouse, a landscape award published with bid numbers attached ($24,000 / $27,000 / $29,000), and keeping the annual meeting in February when more of us are home. Meridian winters are real; summer-only governance is not enough.

Willow Bend’s Design Character—charred cedar, steel windows, grasses, turf in back—is why many of us bought here. I will back the ACC (Ortiz, Bridger, Cole, Park) when they enforce the Guidelines, and I will push the Board to explain denials in writing within the thirty-day rule.

Ray Thorne · Lot 311 · Challenger

I moved here in 2019 and manage a small construction firm in Meridian. I am not on the Board now. I want the 2028 pool plaster bid process started early—while the reserve study is still on the table—so Owners see options before anyone talks about a special assessment. I also want landscape numbers shared the same day the Board opens them. Transparency is not complicated.

On design, I live with the Guidelines every week in my work: no vinyl on street elevations, dark windows, charcoal cladding done right. I will vote for fair ACC timelines and neighbor notice that actually reaches the 200-foot circle. If you want a builder’s eye on capital projects and contracts, I ask for your cumulative votes.
